I think it had something to do with how stiff and tight her face was, which was partially because she used to wear braces. But I agree, this is still a really good picture; Norelle was way underrated by the judges.

I'd say the biggest issue is the overwhelming and ugly eye makeup

I had forgotten about her braces---her mouth does look incredibly tense which is basically the only big problem I have with this shot. I saw some potential in her but when she showed up that time at panel (when they were modeling kimonos) she looked wet (as one judge remarked) and sickly. She was such a mess at that point...albeit a cute little mess.
