It was a default setting with the new Coppermine. IDK... I kinda like it because I'm hoping it'll discourage people from spamming comments. And make it just a little harder for any stray spambots. :B
And even more maybe... if somebody is about to post a flame-y comment... the extra couple seconds it takes to type out the captcha will make them stop? That part may just be wishful thinking on my end.
