^ yeah, it looks super-retouched to me. I think if retouching is used, it should only be to minimize what would be a distraction to the intended focal point of a picture; when you use it too much, the image starts looking fake.
Yeah it's definately overly retouched. When I first started retouching (I don't do it professionally) a lot of my earlier retouches looked like this, everything is blurred except for the facial features, they need to rub back more to bring back more of the detail.
